Vigilia welcomes the publication of the Disruption Toolkit and its accompanying white paper, A Whole-of-Society Approach to Defending Democracy Against Influence Operations. This first-of-a-kind operational framework represents a meaningful step forward in Europe's collective capacity to detect, disrupt, and mitigate influence operations. We are proud to have contributed to its development alongside the broader network of researchers, fact-checkers, journalists, and policy practitioners who shaped it under Alliance4Europe's masterful guidance.
The framework's lifecycle model reflects the kind of structured, evidence-based approach that this field has long needed. By establishing common workflows and a shared operational language across Member States, it addresses one of the most persistent gaps in Europe's response to disinformation: the absence of coordination, not capability. We look forward to seeing it embedded within national and European resilience architectures, and to continuing our work in support of that effort.
